Important Bills:

  • HB 134: 2nd Amendment Protection Act : allows guns in religious places of worship with associated schools and EMS personnel to carry concealed while on the job with SWAT team.
  • HB 197, HB 200, HB 254, HB 578: allows people as young as 18 to carry a hidden loaded weapon in public without a permit.
  • HB 398: Pistol Purchase Permit Repeal : eliminates NC’s pistol purchase permitting system which will close the gun show loophole on handgun sales.
  • HB 579: School Self-Defense Act : arms teachers.
  • HB 427: Firearm Safe Storage Awareness Initiative : would launch a statewide firearm safe storage awareness initiative to education the public about the importance of the safe storage of firearms.
  • HB 525: Allow ERPOs to Prevent Suicides & Save Lives : Extreme risk protection order (ERPO); would allow a family member, healthcare provider, or law enforcement official to petition a judge to have someone’s guns temporarily removed if they are a threat to themselves or others.

Important Bills:

  • HB 311: Safer Roads and Communities Act of 2021 : would provide drivers licenses to immigrants with limited or no status.
  • SB 101 & HB 62: would require cooperation between NC Sheriffs and Immigration & Customs Enforcement (ICE) and would punish cities who refuse to collaborate.

Calls to Action:

  • Tell lawmakers to oppose HB 62
  • Tell lawmakers to oppose SB 101

Important Bills:

  • SB607, Substance Use Disorder Safety Act : This bill would decimate most of North Carolina’s Syringe Service Programs by requiring them to meet standards that do not comport with best practice. It would endanger public health without making communities any safer.

Call to Action:

  • Attend the Syringe Service Speak Out

Important Bills:

  • SB 326 : Election Integrity Act : would require that mail-in ballots be received by Election Day instead of three days after.
  • HB 446: Safeguarding Voting Rights : would expand online voter registration and improve voting by mail.
  • HB 542 & SB 716: Fix Our Democracy Act : would make several reforms in election and campaigns laws like implement online voter registration, limit voter purges, create college camping polling places, and more.

  • Request a speaker on redistricting reform

Important Bills:

SB 576: Recovery Rebate for Working Families : would reach nearly 900,000 working families, primarily with children, and boost the value of the federal credit to ensure that the earned income in households is available to meet basic needs and support children’s healthy development.

2021 North Carolina Association of Educators (NCAE) Legislative Agenda Priorities

Important Bills:

  • SB 673 & HB 612: Up Minimum Wages/No Subminimum or Exemptions : would increase minimum wage from $7.25 an hour to $15 an hour by 2023 and indexed to the cost of living and would repeal the exemption for agricultural and domestic workers.

Calls to Action:

  • Tell NC lawmakers to raise the state minimum wage
