Agricultural Policy: Legislative Seminar Workshop by Scott Marlow

This workshop on agricultural policy, from our 2013 Legislative Seminar on April 11, covers a wide range of topics - from the US Farm Bill to fracking to the meaning of "local" and "sustainable" food. Scott Marlow led the workshop. Scott currently serves as Executive Director of the Rural Advancement Foundation International-USA (RAFI). His specialty is financial infrastructure, including access to credit and risk management for value-added producers. He previously directed RAFI’s Farm Sustainability program, providing in-depth financial counseling to farmers in crisis, education on disaster assistance programs and access to credit, and addressing the needs of mid-scale farmers who are increasing the sustainability of their farms by transitioning to higher-value specialty markets.

The Blue Cross and Blue Shield of North Carolina Foundation and The Rensselaerville Institute are looking for individuals with project ideas for creating a healthier Wilson County. Projects will be implemented over the next 6 months and must focus on increasing physical activity and/or access to and consumption of fresh produce. Selected Community Sparkplugs and their teams will receive the following: a $3,000 grant (simple application process), individualized help to create an action plan and set project results, support and coaching over the next 6 months, and an opportunity to become part of a growing network of Community Sparkplugs across North Carolina.

The Case for Fair Taxes

The challenge of faith communities is not to deduct a set of moral principles from scripture that houses a model for a fair tax system. There are no formulas or bureaucratic maps that arise out of biblical texts that we might apply to our current context and tax system that will magically make the system fair. Rather, the biblical texts provide a framework to understand the Christian witness towards the common good and a Christian ethic of love and care for the vulnerable and exploited.

Recently, I heard a powerful message from the Rev. William Barber. Many Council folks know him. He’s the President of the NC NAACP and pastor of the Greenleaf Christian Church (Disciple of Christ) in Goldsboro. The power of his message was not in fiery delivery. It was a low-key conversation with a group of fifty or so progressive leaders, sitting in a circle in the chapel of University United Methodist Church in Chapel Hill. The power was in the profound thoughts he expressed and in the clear rightness of his words.

The General Assembly leadership is committed to having this short session truly be short, and there’s talk of adjourning by early July. In fact, an adjournment resolution was introduced yesterday with a target date of June 19. This session, which starts in May of even-numbered years, is primarily to tweak the second year of the budget adopted the year before. In addition, certain bills which were introduced last year (mostly ones which passed in one house) can be considered. For a new bill to be introduced this year, it must fit into one of a few specific categories, with most new bills having to do with budgetary matters or coming from a study commission which met during the interim. Finally, pending veto overrides are also thought by the House and Senate leadership to be eligible for consideration.

Economic Justice Way of the Cross

On April 6, state religious leaders and activists will remember Jesus Christ’s suffering and death and the suffering and death of immigrants coming to this country in an “Economic Justice Way of the Cross.” The North Carolina Council of Churches is a co-sponsor of the event which takes place from noon to 2 p.m. at the N.C. State Capitol.

The Good Friday commemoration of Jesus’ suffering and death will be linked with the need for justice, immigration reform, a change in US trade policies, and an end to US support for the war in Afghanistan and Colombia. Money needs to be spent on food and economic development instead of war, according to Gail Phares, director of Witness for Peace Southeast, the event’s primary organizer.

Our Addiction to Cheap Labor

As we enter this holiday season of feasting, we need to be honest about how our food is produced. America has always relied on cheap labor to make agriculture work.

The source of much of that labor used to be slave ships making the Middle Passage. Today it’s no longer slaves but immigrant workers, primarily undocumented people from Mexico and Latin America, whose cheap labor makes possible both low prices at the grocery store and high profits for agribusinesses.

It’s no wonder why our political leaders are scrambling to find solutions, even while bumping heads in the process. Both sides want what’s best for America, but the process through which we work to achieve that has become increasingly contentious and politically charged. And I can’t help but believe that our own personal experiences and beliefs, not the persuasive views of political pundits, ultimately determine on which side of an issue we fall and what we deem worth fighting for. Let me share a story.

As the "Super Committee" begins to negotiate a deal to cut $1.5 trillion from our national budget, the faith community wants to be sure that our North Carolina congressional delegation - Sens. Richard Burr and Kay Hagan as well as our 13 representatives - remember the calling of the God of all creation to provide for the common good. As the Rev. Dr. James Forbes, a native North Carolinian and senior pastor emeritus of New York's Riverside Church reminds us, budgets are moral documents that determine who eats and who starves.

The payment of taxes is one of the ways we demonstrate we are an extended family as citizens of this state and nation. While we hardly agree on how much we should be taxed, or how our taxes should be used, there is agreement that the burden falls to all of us in some measure. But here is where my family metaphor breaks down in discussing tax policy. Whereas we would never expect a family member with few resources to pay as much of his or her money for the family’s living expenses as another family member with greater resources, our current tax system does just that. Or worse.

It focuses on the lives and work of farmworkers in North Carolina, providing an in-depth portrait of the people who harvest our food today. It combines interviews with North Carolina farmworkers, advocates, faith leaders and educators, documentary photos and interviews collected by Student Action with Farmworkers interns and clips from the original Harvest of Shame documentary.

The experiences of landowners in other states indicate that hydraulic fracturing can have profound negative impacts on rural communities. The Rural Life Committee of the North Carolina Council of Churches supports the current ban on hydraulic fracturing in North Carolina. The above concerns need to be addressed with careful attention to landowners' property, landowners' rights, and the care for creation's gifts. Furthermore, we call on our member bodies and faith leaders to share reliable information about hydraulic fracturing with their communities. We believe that we are called by God to be good stewards of the good gifts of community, health, water and soil. Trusting in God, we refuse to trade this bountiful inheritance for the empty promises of energy that may be cheap in terms of dollars but which we know will be costly in terms of our livelihoods.

This new resource is meant to bring the issue of wages into conversation with theological perspectives of economic justice. Workers Are Worth Their Keep is divided into three main sections. The first section highlights passages from the Bible that speak directly about economic justice, fair pay for workers, and the call of God to treat workers with dignity. The second section examines the perspectives of several major figures from Christian traditions. While their contexts vary greatly, their voices converge around the calling to pay workers wages that are fair and just. The third and final section of this resource quotes from official statements from many of the denominations represented in the NC Council of Churches.

Poverty afflicts thousands in eastern Wake County - not just those without a job or some other source of income, but even those so-called working poor who live from paycheck to paycheck hoping to avoid a single disaster that could turn their worlds upside down. Ever since President Lyndon B. Johnson's Great Society aimed the nation's attention on the plight of the poor in the 1960s, there's been debate about the best way to raise up those who have less than they need to lead a normal life.

Budget Edition: Last week the chairs of the House Appropriations Subcommittees started revealing their plans for the 2011-13 budget. Not surprisingly, their plans differ in significant ways from the budget proposed by Governor Perdue. Today I’m happy to announce the launch of a new project by the Council’s Farmworker Ministry Committee. The Building Hope Project connects volunteer groups with farmworker families to build small chicken coops and greenhouses. These low-cost structures help families save money and supplement their nutrition. A recent study in North Carolina found that nearly half of farmworker families don’t have enough food year-round. The good news is that with a modest commitment of volunteer time and money, your congregation can make all the difference. Jesus said to his followers, “Whatever you do for the least of these, you do for me.”
